Circuit Breaker on failure rate

Similar to the circuit breaker that count errors in a time period this circuit breaker will trigger on the number of failures compared to total number of requests either in a time period or based on the last X requests. This makes it easier to configure even as requests per second increases but it is hard to choose the threshold since a high value might mean a lot of resources are consumed before failing starts while a low threshold might cause false positives.
