If your main focus is user experience, preventing users from waiting a long time before failing but only do it when you are pretty sure there actually is a problem, then I tend to lean towards the consecutive failure breaker. When protecting resources is important I tend to lean towards the circuit breaker on rate. Since you probably want a little bit of both maybe you actually want to use two circuit breakers; one of each type.
